The Investment Hiding in Plain Sight: America's Technician Shortage Is an HVAC Story — and a Northeast Ohio Opportunity

There is a version of the American economy that dominates every headline right now: record capital flowing into artificial intelligence, a wave of manufacturing coming home, and trillions of dollars committed to rebuilding the physical infrastructure the country runs on. It is, on its own terms, a genuinely optimistic story — private markets and public policy pointing the same direction for once, betting on American production and American growth. We are believers in it.

But there is a quieter piece of that story that rarely makes the front page, and a recent opinion piece by Jennifer Maher, CEO of the TechForce Foundation, put its finger on exactly what it is. You can pour capital into data centers, factories, and infrastructure all day long — but every one of those investments is a physical machine that somebody has to install, commission, and keep running. And the country is running short on the people who do that work.

The shortage nobody counts

Maher's core argument is that America's skilled-technician workforce is effectively invisible in the data. Technicians are scattered across dozens of separate occupational codes — automotive here, aviation there, HVAC and refrigeration somewhere else — so no single number ever captures them as the unified, economy-wide workforce they actually are. What gets measured gets funded and planned for. What stays fragmented gets overlooked.

The figures she cites are worth sitting with. By TechForce's accounting, the supply of new technicians is meeting only about 42% of demand across the automotive, aviation, and HVAC sectors. The resulting shortfall costs the U.S. economy an estimated $7.42 billion a year. Roughly seven million technicians already earn more than $375 billion collectively — and the roles themselves typically start between $50,000 and $80,000 with no four-year degree required. On the manufacturing side, the country is looking at a projected shortfall of nearly 1.9 million workers by 2033.

Read those numbers next to the investment headlines and the tension is obvious. The capital is real. The demand is real. The people to execute on it are the constraint.

Why the AI boom makes this an HVAC problem, not a footnote

It is tempting to file “skilled labor shortage” under nostalgia — a worry about a fading blue-collar past. That gets it exactly backwards. The technologies drawing the most investment right now are the ones that increase demand for skilled field technicians, not the ones that replace them.

Consider what an AI data center actually is from where we stand. It is, physically, one of the most cooling-intensive buildings ever constructed. Racks of processors generate enormous, concentrated heat loads that have to be removed continuously and precisely, or the hardware inside — hardware worth more than the building — cooks itself in minutes. That is a mechanical problem. It is chillers, refrigerant, airflow, controls, and redundancy, engineered and maintained by people who understand thermodynamics in the real world, not in a slide deck. The AI economy does not float on abstraction; it runs hot, and it needs an HVAC industry to keep it cold.

The same holds for the factories coming back onshore and the infrastructure being rebuilt. Every reshored production line is a climate-controlled, ventilated, process-cooled facility. Every hospital, school, and commercial building in the investment wave is a mechanical system waiting for someone to install and service it. As we have written before, AI and smart controls are reshaping our own trade — and the pattern is consistent: smarter, more connected equipment doesn't eliminate the technician. It raises the bar on what a technician needs to know, and makes the good ones more valuable than ever.

Capital needs a workforce to land on

Maher's sharpest point is one every business owner should internalize: you cannot invest trillions in infrastructure without also investing in the people who maintain it. A bridge, a chip fab, a rooftop chiller, a refrigeration rack — none of them are “built and done.” They are assets that degrade the moment they are switched on and depend, for their entire service life, on a skilled workforce showing up to keep them running.

That is the piece of the growth story markets tend to underprice. It is comparatively easy to finance a machine. It is much harder — and takes much longer — to develop the human being who can diagnose it at 2 a.m. when it fails. The financing can be arranged in a quarter. The technician takes years to train. Which means the real bottleneck on America's build-out isn't capital or ambition. It's people. And the smartest thing a growing economy can do is treat the technician pipeline as exactly what it is: infrastructure.

Her proposed fixes are structural — reorganize the labor statistics so technicians are counted as one workforce, expand workforce funding beyond the handful of trades that already get attention, build real career pathways, and get corporate America investing in the pipeline directly. We would add a local footnote to all of it: the pipeline is ultimately built one company, and one hire, at a time.

What this looks like from Cleveland

We are not writing about this in the abstract. Air Temp Mechanical has kept Northeast Ohio's commercial, industrial, institutional, and healthcare buildings running since 1978, and the technician shortage Maher describes is not a projection to us — it is the labor market we hire in every year. The demand side has never looked stronger. Northeast Ohio's building stock is aging, its equipment is being modernized, and the same national forces pulling investment into cooling, controls, and reshored production are showing up on our roofs and in our mechanical rooms. The market for commercial HVAC has been growing for years, and it is not slowing down.

What that adds up to, for the right person, is one of the most durable opportunities in the economy — and it is hiding in plain sight, exactly as the headline said. A commercial HVAC and refrigeration career offers what a great many college tracks no longer reliably deliver: strong pay without student debt, skills that cannot be outsourced or automated away, and work that is more essential every year the world gets more electrified, more connected, and more dependent on precise climate control. You cannot offshore the person who fixes the chiller in Cleveland. The building is here. The work is here.
